Improved disaster preparedness plans reduced death toll in Japan 2011 tsunami

TOKYO, Japan -- Had it not been for intense disaster-preventative measures leading up to the massive tsunami, which claimed the lives of almost 19,000 in 2011, the death toll could have been higher, says Tetsuya Ito, deputy director of Japan’s regional disaster management office in the Fire and Disaster Management Agency.
