CASTRIES, St Lucia (CMC) – The Eastern Caribbean Telecommunications Authority (ECTEL) says it will ensure that any new licence granted to British telecommunications giant, Cable and Wireless (CWC) to operate in the sub-region will take into account the need for fair competition.
