PetroCaribe to establish natural disaster insurance fund, economic zone
ROSE HALL, St James -- Energy Minister Phillip Paulwell says members of the PetroCaribe Energy Cooperation Agreement have agreed to establish an insurance fund for member countries that experience disasters -- starting with Dominica.
