THE Jamaica Labour Party (JLP) has categorised as “desperate and reckless” a recent statement by former finance minister, Dr Peter Phillips, in which he concluded that a recent International Monetary Fund (IMF) staff press release meant “the IMF is not going to recommend to the board of the fund that Jamaica should pass the 13th IMF test”.
