KINGSTOWN, St Vincent (CMC) &ndash; The chairman of the Carnival Bands Association (CBA), Hugh Ragguette, will be sentenced later this month after he pleaded guilty to four charges related to the preparation of fictitious job letters and financial statements in support of individuals applying for United States visas.
