KINGSTON, Jamaica &mdash; Quacie Hart, who has been charged with the murder of 17-year-old Nicholas Francis, a student of Jamaica College, was charged by the Centre for the Investigations of Sexual Offences and Child Abuse (CISOCA) on Wednesday, for breaches of the Sexual Offences Act.
