KINGSTON, Jamaica &mdash; New Mayor of the Kingston and St Andrew Municipality Senator Delroy Williams has appealed for citizens &ldquo;to act in the true spirit of Christmas&rdquo;, ahead of the annual Christmas tree lighting ceremony in St William Grant Park today.
