KINGSTON, Jamaica -- Former group managing director of the Petroleum Corporation of Jamaica (PCJ) Dr Ruth Potopsingh this morning testified that after writing to Kern Spencer and other high ranking ministry officials seeking clarity on how the expanded Cuban light bulb project would be implemented, she received no reply.
