MONTEGO BAY, Jamaica - The second meeting of the ministers of energy of the Community of Latin America and Caribbean States (CELAC), came to a close on recently at the Montego Bay Convention Centre with the issuing of two critical documents. Out of the forum has emerged the Declaration of Montego Bay on Regional Energy Security and Integration, and a Montego Bay Plan of Action.
