A performance audit of the Office of Utilities Regulation (OUR) has convinced Auditor General Pamela Monroe Ellis that it is unable to monitor Jamaica's two main public utilities — the Jamaica Public Service Company Limited (JPS) and the National Water Commission (NWC) — and protect the consumers from poor service.
