KINGSTON, Jamaica -- Education Minister Ronald Thwaites has said the identification of 18 schools by the Jamaica Constabulary Force’s (JCF) report, ‘Education and Crime’, linking them to high levels of criminality is not to be seen as an attempt to "shame" anyone.
