For the second time in seven years, Toronto residents have been forced to live without basic services - and there's no end in sight.
Is this a sign of a healthy labour process or two sides butting heads at the expense of our city?
Wednesday marked Day 17 of the municipal workers' strike and the garbage continues to pile up. Toronto health officials have issued six orders to clean up mounds of rubbish - said to have been unloaded illegally after residents were blocked by picketers - and to spray temporary dump sites with pesticides.
On the list: Christie Pits (now closed), Scarborough Arena, Eglinton Flats, Caledonia Park, Wishing Well Park and Earlscourt Park.
With most of the sites already half-full, officials warn they may have to open more to prevent illegal dumping.
At least publicly, Mayor David Miller is saying nothing new since the strike began on June 22nd. He maintains the City wants to be fair to the workers but has to find a resolution that is economically viable.
"Enough is enough. It's time to settle the strike and get people back to work. We can only do it if the agreement is not only fair to the workers but also affordable to the City," he said.
Meanwhile, somewhat predictably, some councillors are accusing the mayor of a lack of leadership.
"Members of council have not been told and have not been given any details with regard to negotiations," stated Denzil Minnan-Wong. "We're not being told what's on the table, what are the points of contention."
The last time the city's parks were turned into dumps in 2002, Queen's Park provided much-needed relief in the form of back-to-work legislation. But this time around, Premier Dalton McGuinty seems to be taking a hands-off approach, saying the City needs to find a solution to its own problem.
