Unqualified people being promoted

I am a Network Engineer T3. A guy who has 1yr exp in computer viruses was promoted to my team. Our Lead told me to train him. I say I don't know where to start except give him a book. I ask why you hire him? Boss says he's fast learner. I say why you didn't get some one from T2 because this technology we work with is foreign language to newbee. I complained to the big boss and he suggested the T2 guys go complain to HR. I say no offense to the new guy but it's the principle and violation to jump over 2 Tier of well qualified candidate to bring in an outsider. My lead is racist and the new guy is Asia and appear afraid of the Lead. No one knows why our Lead hires the guy.
