PRE-ARRIVAL PROCESSING SYSTEM (PAPS)
"SPEEDIER PROCESSING OF CARGO"
The PAPS system allows importers to process their entries, prior to the arrival of the goods. This option is provided under section 10 (6b) of the Customs Act. PAPS operates alongside the departments regular Cargo Clearance System.
How does PAPS work?
1- All supporting documents which accompany C 87 form for example invoices, licenses etc. which is required under the regular system will also be required under the PAPS. The expected time of arrival must be declared and the shipping agent must clarify freight charges.
2- Error-free entries must be submitted to Customs House for processing Monday to Fridays during business hours, before but not more then 10 working days prior to the estimated date of the vessel and not less then 24 hours before the vessel arrives.
3- The rate of conversion will be the spot market weighted average selling rate as determined by the Bank of Jamaica, on the day the relevant entry is submitted electronically.
4- Amendment to the date of report of the vessel will be accommodated on the ports by the Senior Surveyors, provided the vessel reports after the date of lodgment.
5- Provisional entries such as warehousing entries and immediate delivery permits (IDP) will be required to use the same rates of exchange when the final entries are prepared.
6- Payment of duty by the next working day after the entry has been passed is no longer a requirement.
