While we're on riots, just wanted to mention a lil something. Cooling Centers are set up by city governments here in the states during the summer time when the weather is obnoxiously hot. Now the guise of this is to prevent heat related illnesses among its residents but the true reason behind these cooling centers is that the government is attempting to ward off potential race riots. Historically, they tend to occur during extreme heat. 
BTW we're about due for one any day now. Having a black president in the White House is only like throwing salt in the wounds as many of the disenfranchised African Americans have become further disenfranchised with the major cuts in public funding.
