I think it is because, based on some of the reactions in Vannie's thread, there are people who consider this to be normal, common, and appropriate behaviour and attire. To speak out against this makes one open to attacks and being labelled elitist even by some moderators.

The bottom line is dem noh see nutten wrong wid it...so dem post it giving the world a very bad impression of Jamaica and Jamaicans.

The sad part of human anatomy is that people like this are capable of reproducing. They don't have seem to have the natural instincts to protect their young that are present in all species. What stuns me is that men would be eager fe lie dung wid women like this.
