they say conditions apply...so maybe there is a clause in deh fi prevent u from getting di full 65

Yes the sickness benifit is the one that is maybe an subject to the conditions

Don't forget that in some cases (ie depending on whom you work for I think) the Parental benefits can be split between father and mother - a couple guys I work with just had at least 4 weeks off for parental leave following their baby's birth - and I think it is deducted (4 weeks) from the mothers' total weeks.

one of the guys i used to work with took all of the 12 weeks allowed for birth of a new baby

i thought that was so admirable

Yeah, it also gives them the opportunity to bond closer to the new babe as well as practise some essential fatherly duties -and hopefully gives the new-mom a little rest in the first weeks.
