You can boil them or microwave them. They just need to be cooked because when you mix them up with the bully beef and onion and then fry it up, raw potatoes may well not cook to done in the time it takes to brown up the hash.

Unless you use Vidalia or some other sweet onion you also have to cook the hash longer if you want to avoid the bite of a normal onion that isn't cooked thoroughly . Depends on how much onion you add and/or how much you like onions.
