my concern is that too many PEOPLE date someone for 3 months or so and fling away the condom - then they break up

then they date someone for 6 months or so and fling away the condom - then they break up

or i hear the "i got drunk" excuse

or "i know this is the one"

and then they break up!

People like that are considered serial daters and the condom should NEVER come off in that case.

BOTH parties can carry diseases which can remain dormant for sometime. Its all about the individuals immune system. You ought to pick up a medical reference before you start with pointing fingers.
