If people cannot afford steel they won't use it irrpespective of the social and other factors.
the reason why the buildings crumpled to that extent is the quality of the structures.
That Is caused by poverty. agree. it was a strong earthquake, but the extent of the devastation had to do with the quality of buildings, density, the social more than the scientific factors, imo. similar situation with the last earthquake in china, where so many kids were killed while they were in shoddily built school buildings.
