Wouldn't call it entirely new, as I've been hearing 'passa passa' from early 90s...
What mi understand by how it's used, it can be any of following... foolishness/foolish behaviour. Used to describe easy behaviour (person, thing, situation)... i.e., something being so easy it's almost as if yu waste yu time doing it, hence "a passa passa sinting dat."
To add to what Donnika said below, some slangs take hold, some replace previous ones, for the most part the words all become part of wi patois lingo.

i should add that a lot of "dancehall slang" (it's really inner-city-kingstonian slang) is based on older words.
passa passa actually meant to chop up and destroy in the olden times. to others it meant to pass around. fassie meant sores. chichi is a verb/noun describing anything that is small: bud, termite, bus.
except that chi chi bus didn't mean 'small' bus. It meant that the busses had air activated doors and brakes and make that sound whenever ir stopped or moved from a stop.
..and the termites called ants that is called chi chi,that to is is was due to the sound they make in the wood before they are discoivered,and the same with what is called chi chi bud. That is the a discription of the sound they make leke most birds in Jamaica the local name are usually a discription of their call.

Cji chi bus got their name loooong before patterson even dot ibntio politics. As you grandfather about the "O"busses,then there was a "G" set then the F bus was the last and if you want you can ask them .
