My friend there sometimes there is a convergence of events when the whole is looked upon it good even if the individual parts are distasteful.
This is one such events and Jamaica's Tribal-Politics is front and center in this one, but it a great iwah for Jamaica because it shows that sometimes the Constitution can be a shackle.

The local human rights activists should press this issue. Now they have <span style="font-family: 'Arial Black'">Test-Cases</span> to hold up as mirror before the JLP Government, to say here you rightly stand up for the rights of two men <span style="font-style: italic">(reminding myself that is was two requests that was denied, only one the corrupt Comrade Opposition choose to make an example of)</span>, <span style="font-family: 'Arial Black'"> we now demand you do the same for all Jamaicans</span>.

That is more or less what I suggested above,and not just on the issue of extradition,but also for the legal rights of jamaicans who are murdered under suspicious circumstances by the state.

I wish I knew to what extent mr coke`s influence stretched into the present gov`s domain,I do have to question whether they would have taken the same attitude if the request was for any old joe bloggs,even given the less than savoury way the evidence was collected.
Would someone of a lesser value get thrown to the wolves under the same circumstances...?....and that is the question we all have to ponder.

However,I do find it commendable that a jamaican government is standing up against the mighty USA for the rights of a jamaican national,it`s just a pity that the first stance against the bully wasnt for something far more significant for jamaica`s interest.

National Security Minister Senator Dwight Nelson yesterday shot down allegations in the 2010 International Narcotics Control Report issued by the United States that Jamaica had been less than cooperative in the fight against organised crime.

This is in keeping with Prime Minister Bruce Golding's statement at Tuesday's sitting of the House of Representatives that Nelson would yesterday provide the nation with a fulsome response to the claims contained in the report.

"The statements in that report do not accurately represent the efforts being made by the security forces and the Jamaican authorities in the fight against international drug trafficking and organised crime," declared Nelson.

<span style="font-weight: bold">But the minister steered clear of ascribing a motive for the alleged inaccuracies in the high-profile report.</span>

Relations deteriorating

There are, however, concerns in the public domain that relations between Jamaica and the US have been deteriorating with each passing day due to the refusal of the former to hand over Tivoli Gardens strongman Christopher 'Dudus' Coke to the US.

Nelson contended that <span style="font-weight: bold">data supplied in the US-originated report deviated from authentic information out of the Jamaica Constabulary Force, the Police Statistics Division and the national security ministry.</span>

He argued that the US was wrong about the number of arrests made for drug-related crimes last year.

He told the Upper House that as at December of last year, 8,465 arrests had been made, in stark contrast to the 6,346 quoted in the report.

Nelson said ganja seizure fell by 37 per cent from 35,539.16kg in 2008 to 22,292.09kg last year.

"This may be attributed to success in previous years at combating production," the minister told the Senate.

Reacting to the allegations in the report that there was not enough being done to clog up Jamaica's border, Nelson said a security committee to periodically review and discuss national security concerns, particularly at the ports of entry, was being established.

The minister reeled off a list of international treaties relating to illegal and psychotropic drugs, as well as legislation locally, to hit the drug trade hard.

In an apparent bid to demonstrate that Jamaica remained committed to the effort and enjoyed a healthy relationship with the US, <span style="font-weight: bold">Nelson cited financial assistance granted by the United States and other partners to break the back of the lucrative trade.</span>

He also listed the efforts by the Government in its fight against corruption.

Comprehensive policy coming

Nelson spoke of the establishment of an evidence-based comprehensive policy agenda to respond to the crime challenges.

He told the Senate that the Independent Commission of Investigation Bill was well on its way to becoming law.

In response to claims by the US that the Government had failed to enact five anti-crime bills, Nelson said their passage had been stalled by the uncooperative approach of the parliamentary opposition.

This precipitated an exchange between Opposition Spokesman on Justice A.J. Nicholson and Nelson.

Nicholson challenged Nelson to state that the blame for the failure of the bills to be passed should lay squarely at the feet of the Opposition.

Nelson said the Opposition had reneged on an agreement reached during the Vale Royal talks after other parties raised objections in the public domain.

But Nicholson contended that only two of the bills required opposition support, hence the failure of the Government to get the bills through Parliament could have been of its own doing.

He said the opposition had raised objections to one of the bills relating to the detention of suspects in light of the fact that it would clash with the proposed Charter of Rights Act.

POWER OF A DON - Putting politicians to shame

THEY HEAD major criminal networks in Jamaica, even extending to North America and the United Kingdom. But no one seems to know for sure exactly how many of them are in play. Dons - rulers of the criminal underworld - are buttressed by legitimate government contracts, extortion, offbeat business enterprises, political, and even police support. They hold tremendous power in the trenches that rivals legitmate authority and puts elected leaders to shame.

In many an inner-city community, the don is not only the father figure, he is the role model for manliness, the great provider, judge, jury and strategist. Many young men aspire to become dons, as they see the position as an enviable one.

From 'Claudie Massop' to 'Burry Boy', 'Willie Haggart' to 'Bulbie', and scores of others, the legendary figure of the community don has straddled Jamaica for most of the past 50 years.

They have, at times, been labelled community leaders, area bosses, or some other euphemism that fails to mask the fact that they hold unbelievable power over geographic areas and large sectors where their word is final.

Those geographic areas could be as small as a street off Maxfield Avenue where a man called 'Gov' is the 'area leader' for the Stinger gang, which operates in a manner where it seizes the cellular phones of residents to monitor their calls.

However, the don could also wield a level of influence where his word is law over parish barriers, and could even have control over questionable enterprises on foreign soil.

The nation had a frightening look at the power of a major don in September 1998 when former Matthews Lane strongman Donald 'Zekes' Phipps was arrested and charged by the police for attempted murder, illegal possession of a firearm and unlawful wounding.

While he was being interrogated at the Central Police Station, Zekes' supporters rioted, leaving four persons - including two members of the security forces - dead.

It was not until he appeared on the balcony of the police station and ordered his followers to return to their homes that the demonstrations ended.

All charges against him were eventually dropped, but Zekes was found guilty of two other murders in 2006 and sent to prison.

By then, his influence and control were waning, particularly behind reports that the police had seized millions of dollars in cash from his upper St Andrew home.

<span style="font-style: italic">But most of the so-called dons who rule the communities across the island do not have the power of a Zekes.</span>

<span style="font-style: italic">"You have different degrees of donship</span>," Horace Levy, executive member of the Peace Management Initiative, told The Sunday Gleaner .

"Many are quite ordinary and in charge of the gang on their corner, but you have a few very powerful ones," Levy added.

Usually, the more powerful dons emerge from communities loyal to one political party, with organised gang structures.

"The leader emerges by earning his stripes through his viciousness and his access to financial resources. You get to emerge by winning your stripes through hard work, killings, and all the rest," said Levy.

That is a far cry from the Jamaican don who emerged in the 1960s as a knife-wielding 'rude bwoy' who kept order in Kingston's dance halls.

That is a development traced by university lecturer Dr Clinton Hutton in a 2004 interview with The Gleaner .

At that time, Hutton traced the influence of the don to the 1950s when there was mass migration from rural parishes to some of Kingston's most hardened areas.

"These communities were re-peopled, meaning one political tribe in one area. It was the beginning of what (the late professor) Carl Stone called garrison communities," Hutton explained.

"A lot of this took place in the 1960s in West Kingston (when the Jamaica Labour Party formed the Government); but when the People's National Party came to power (in 1972), they reinforced it by building their own garrisons," Hutton said.

<span style="font-weight: bold">Since then, the don has morphed into a creature almost independent of the politicians for financial support, turning instead to the lucrative drug trade, extortion, and other economic crimes. </span>

"<span style="font-weight: bold">They were still under the patronage of the politicians, but they began to travel more to the United States and started to access their own source of arms</span>," said Dr Hutton.

"The drug trade started to open up and some of these guys became extremely wealthy and independent of the parties," </span>added Hutton.

<span style="font-style: italic">Today, that financially independent don is no longer hanging on to the coat-tails of the politician for his wealth, but the umbilical cord is uncut. </span>

<span style="font-weight: bold">"The don still needs the politicians to legitimise them</span>," said Noel Smith, a social worker in the Corporate Area.

"If there is work to be given out in the community, the don must get, or the work might mash up. When the politician goes into the community, he can't deal with every individual, so he depends on the area leader or don," Smith said.

<span style="font-style: italic">The don is also expected to ensure that persons turn out for political meetings, keep out supporters of the opposing party, and ensure that residents are protected if they are attacked by their political rivals</span>.

For this protection, residents pay a heavy price.

"They have to accept the ruling of the don in any dispute, and that ruling could be that a man must get a broken hand or foot, or be killed for breaking the rules," claimed Smith.

In addition, the don gets his pick of the young girls in the community by free will or force.

"But is not every don force people to send their young girls to him. <span style="font-style: italic">The real big don has women falling over themselves to be with him, so he has no reason to force any woman to sleep with him,"</span> Smith said.

Neither does he bow to the politician, putting an end to the days when the member of parliament could dictate what happens in a community.

FIVE well-known Jamaicans are among a number of witnesses whose statements the United States Government intends to use against Christopher ‘Dudus’ Coke, the diminutive and powerful Western Kingston don who has strong family and business connections in the constituency of Prime Minister Bruce Golding.

Highly placed authoritative sources have told the Sunday Observer that <span style="font-weight: bold">included in the five are three well-known underworld figures — one a convict deportee, another an accused against whom no convictions have been secured so far, and the third an individual currently residing in the US at the pleasure of that country’s federal prison system.</span>

According to the sources, <span style="font-weight: bold">two of the three underworld figures are connected to Jamaica’s two major political parties — one to the ruling Jamaica Labour Party and the other to the Opposition People’s National Party.</span>

The sources also say that <span style="font-weight: bold">both have been granted residency status in the United States in exchange for information against Coke, and at least two of the three are those referred to as co-conspirators in the indictment filed by American authorities against Coke.</span>

The Sunday Observer sources also referred <span style="font-weight: bold">to the fourth and fifth witnesses as “professional informants”, meaning that they have given statements in their roles as career professionals. </span>

Christopher Michael Coke, aka ‘Michael Christopher Coke’; ‘Paul Christopher Scott’; ‘Presi’; ‘General’; ‘President’; ‘Dudus’ and ‘Shortman’ was indicted on two counts — conspiracy to distribute marijuana and cocaine, and conspiracy to traffic in firearms.

According to the indictment filed in the US District Court Southern District of New York, Coke and others known and unknown, “unlawfully, intentionally, and knowingly combined, conspired, confederated, and agreed together and with each other to violate the narcotics laws of the United States” in the Southern District of New York and elsewhere.

The alleged acts, the US said, were committed “from at least in or about 1994, up to and including in or about October 2007”.

The indictment also accused Coke and others of unlawfully, intentionally, and knowingly distributing and possessing with intent to distribute, 1,000 kilograms and more of mixtures and substances containing a detectable amount of marijuana, and five kilograms and more of mixtures and substances containing a detectable amount of cocaine in violation of Sections 812, 841(a) (1), and 841(b) (1) (A) of Title 21, United States Code.

The indictment also accuses Coke of illegally importing guns into Jamaica “via a wharf located adjacent to Tivoli Gardens” and outlines telephone conversations the US authorities say were conducted between Coke and a number of unnamed coconspirators regarding the shipment of guns and narcotics.

The Jamaican Government’s handling of the Americans’ extradition request for Coke, submitted last August, has soured relations between both countries in recent months.

Last December, Prime Minister Golding, in answering questions on the extradition posed in the Parliament by former national security minister Dr Peter Phillips, blamed the US for the delay in processing the extradition request.

According to Golding, Washington had not followed proper procedure in issuing the request and was in violation of Jamaican domestic laws.

“Most requests that have been received depend for their process on the provisions of the Extradition Treaty with the particular country and on the Extradition Act,” Golding said at the time. “This particular request is somewhat different in that it also relies for its validity on the provisions of the Mutual Assistance Criminal Matters Act. The Government of Jamaica has raised with the US authorities issues regarding its compliance with that Act.”

Golding, however, refused to state the breach, a position which infuriated Opposition MPs who argued that the explanation did not stand to reason and pressed for more details.

Last Monday, in its annual International Narcotics Control Strategy Report, Washington questioned Kingston’s commitment to law enforcement co-operation and blasted the Golding administration for procrastinating on the request.

“Jamaica’s processing of the extradition request has been subjected to unprecedented delays, unexplained disclosure of law enforcement information to the press, and unfounded allegations questioning the US’ compliance with the MLAT (Mutual Legal Assistance Treaty) and Jamaican law,” said the State Department.

“The Government of Jamaica’s unusual handling of the August request for the extradition of a high-profile Jamaican crime lord, with reported ties to the ruling Jamaica Labour Party, which currently holds a majority in Parliament, on alleged drug and firearms trafficking charges marked a dramatic change in Kingston’s previous co-operation on extradition, including a temporary suspension

in the processing of all other pending requests and raises serious questions about the Government’s commitment to combating transnational crime,” the State Department said.

But the following day in the Parliament, Golding defended the Government’s decision not to begin the extradition process, arguing that the procedure used by the US to obtain evidence against Coke violated Jamaican law.

According to Golding, the evidence supporting the extradition request violated the Interception of Communications Act which makes strict provisions for the manner in which intercepted communications may be obtained and disclosed.

“So serious an offence is this violation that the penalty provided by law is a maximum fine of $5 million or to imprisonment for a term not exceeding five years, or to both such fine and imprisonment,” Golding said.

“I’m not defending the wrongdoing of any person, but I will say this: If I have to pay a political price for it I’m going to hold a position that constitutional rights do not begin at Liguanea. That’s not where they start,” said Golding.

The United States Embassy in Kingston is located in Liguanea.

At the same time, Golding said that his Government had indicated to the Americans that if they have other evidence against Coke, “the procurement and disclosure of which were not in violation of Jamaican law”, the justice minister would be prepared to accept that evidence and issue the necessary authority to proceed.

Late Friday night, US-based Jamaican attorney David Rowe said that there was no benefit in foot-dragging on the case as there is no statue of limitations to the Grand Jury indictment against Coke.

He also emphasised the importance of such cases being brought quickly to trial, saying that the longer the case stalls the more difficult it will be for witnesses to be available.

“Similarly, from a pragmatic standpoint the USA has to make sure that the informants who were or are not incarcerated were made safe before the indictment and extradition request,” said Rowe.

He said the actual testimony of the informants would be given to the defence but much closer to the trial date and there is good reason for that as the state has an interest in protecting the witness in the interest of jurisprudence.

On September 17 last year, two days after US State Department spokesman Ian Kelly labelled Jamaica a “major illicit drug-producing country”, a highly placed US source told the Sunday Observer that Washington would begin cancelling the visas of highprofile Jamaicans.

“There is one thing that Jamaicans love more than their country, and it’s their US visa, and America knows that,” the source said at the time.

Since then, attempts by the Sunday Observer to develop the story have met a firewall. In fact, when the newspaper tried to contact an official at the US Department of Justice, International Affairs we were told to send an e-mail to verify the authenticity of the reporter and news organisation, and even that did not yield any results.

Two weeks ago, chairman of the State-run Urban Development Corporation and president of the Jamaica Employers’ Federation Wayne Chen found out that his US visa was cancelled when he went to the Norman Manley International Airport in Kingston with his family en route to Los Angeles.

News of the visa cancellation fuelled speculation that it was done in retaliation for Jamaica’s reluctance in handing over Coke to the Americans.

However, last Tuesday in Parliament, Prime Minister Golding said that he was assured by the US that the Chen matter was not related to the extradition request for Coke.

THE American Government has prepared a second indictment against Tivoli Gardens don Christopher 'Dudus' Coke, a highly placed source in Washington has told the Sunday Observer.

The indictment, the source said, will be delivered to the Jamaican Government shortly.

The Sunday Observer was unable to determine the specific contents of the indictment, however, the source said "It was done to ensure that the Jamaican Government has no excuse not to process the extradition request and to show that the US has much more information than it included in the

first indictment."

The US has accused Coke of drug- and gun-trafficking.

A diplomatic joust has developed between Kingston and Washington over the extradition request filed last August but which has not yet been processed for hearing in a Jamaican court.

Last December, Prime Minister Bruce Golding told the House of Representatives that the delay in processing the extradition request was the fault of the Americans as they had violated Jamaican law by not following proper procedure in issuing

the request.

However, last Monday, the US State Department, in a scathing International Narcotics Control Strategy Report, questioned Jamaica's commitment to law enforcement co-operation and accused the Golding administration of unprecedented delays, unexplained disclosure of law enforcement information to the press, and unfounded allegations questioning the US' compliance with the Mutual Legal Assistance Treaty and Jamaican law.

A day later, Golding shot back, saying that the procedure used by US to obtain evidence against Coke had violated Jamaican law. When politicians go naked

Local politicians' defiant flirtations with garrison communities over many years - in the face of dire warnings that this could have grave implications - are coming back to bite the Bruce Golding administration in its ongoing extradition tussle with the United States.

Since last week's release of a damning report by the US State Department chastising the Government for its handling of the extradition request for Christopher 'Dudus' Coke, Jamaicans have applied colourful phrases to capture and describe the predicament in which the Golding administration finds itself.

Many people in or close to the political system have expressed the view that it is a matter of time.

They argue that the political fallout from the nurturing of the garrison culture might have emerged in unexpected ways, but the consequences were always certain.

"The history of garrisons being used at times to protect criminals clearly lies behind the fear and suspicion that people feel," asserted Horace Levy, prominent community-level peace activist.

<span style="font-size: 17pt">"It doesn't matter what the prime minister has wrapped up his excuses in, the public is seeing right through it," declared executive director of Jamaicans for Justice, Dr Carolyn Gomes.</span>

"This is a lesson to all politicians that there are no benefits to be derived from hugging up criminals," said former Member of Parliament (MP) Heather Robinson, who walked away from garrison politics in the prime of her career.

"I agree that the constitutional rights of all Jamaicans must be protected, if the rights of all ordinary, hard-working Jamaicans were equally protected," quipped retired crime fighter, Reneto Adams.

"I cannot support what I perceive as a 'don' approach to due process," argued human-rights advocate Yvonne McCalla-Sobers.

"I see the Government's actions in this extradition matter as breaching the separation of powers and implying mistrust of the judiciary."

That Prime Minister Bruce Golding is the parliamentary representative of West Kingston, which includes the Tivoli Gardens community, has not helped.

Coke has been unofficially anointed 'President' of Tivoli Gardens, dubbed the "mother of all garrisons," an uncomplimentary title attributed to the community by former Jamaica Defence Force Chief of Staff Rear Admiral Hardley Lewin.

Adams, a reputed crime fighter and the central figure in the 2001 deadly gunfight with alleged Tivoli Gardens gunmen, has charged that politicians are in a predicament today because of their association over the years with questionable persons who have used millions of dollars of tainted money to finance political parties.

Adams, who maintains that justice must not only be done but must be seen to be done, complains that the security forces have been frustrated in their efforts to quash criminality in garrison communities.

"Politicians have always defended them," the ex-cop declared.

West Kingston also flaunts several high-profile People's National Party garrison com-munities, including Hannah Town and Matthews Lane.

Golding told the House of Representatives last Tuesday that Justice Minister and Attorney General Dorothy Lightbourne had not signed the extradition order against Coke because the surveillance evidence that the US submitted contravened local laws.

The prime minister's insistence that the constitutional rights of every Jamaican must be protected was met with scepticism from many.

Gomes likened Golding to the main character in the story titled The Emperor's New Clothes . "I think the politicians are naked. The public expressions and the vox pops are supporting this point," she declared.

The short tale by Hans Christian Andersen is about two weavers who promise an emperor a new suit of clothes invisible to those unfit or incompetent for their positions.

When the emperor parades before his subjects in his new clothes, a child cries out, "But he isn't wearing anything at all!"

<span style="color: #CC0000">Gomes accuses Golding of tricking the nation when he claimed in the 1990s that he had walked away from garrison politics, only to embrace it a few years later when it was convenient</span>.

She likens Golding's pronounce-ment to a fisherman's declaration that a massive fish was at the bottom of a pond, only to find that it was a minnow.

It is the first time since the Mutual Assistance Treaty was signed in 1992 that an extradition request has generated such a furore.

The extradition foul-up, which dispatched Richard 'Storyteller' Morrison to the United States in 1992 and precipitated a diplomatic tiff between the P.J. Patterson administration and the US, pales in comparison.

Even the extradition request of 1992, which landed Coke's father, Lester Lloyd Coke aka 'Jim Brown', behind bars, was not nearly as controversial.

"The garrison culture is affecting the extradition matter," argued Levy, a member of the Peace Management Initiative.

<span style="font-size: 17pt">"There are also implications for the survival of the Government itself, as well as some Government members, if we are to be guided by allegations and rumours circulating about connections and links to Coke."</span>

Adams agreed: "They (politi-cians) would sign their own death warrants if they were to sign off on some of the proposals made by the police to eradicate garrisons."

Levy argues that Tivoli Gardens is important to the Jamaica Labour Party (JLP) and its leader, with Coke being the reputed head of today's version of the infamous 'Shower Posse'.

"It is widely believed that the Shower Posse is a criminal gang," Levy said. "To the extent that it has validity, people are concerned that the failure of the Government to take action will strengthen criminal gangs in Jamaica."

He warned that the anti-gangs discussions involving Minister of National Security Dwight Nelson and the police will ring very hollow.

However, Levy concedes that in recent years, politicians have attempted to publicly distance themselves from criminals due to public pressure. "But there are still a lot of connections undercover," he asserted.

Adams argues that the Golding administration has not made the situation easier for itself by becoming judge and jury.

The former cop contends that the Government should allow the court to adjudicate on the extradition matter.

"Persons with legal expertise will tell you that there is some evidence illegally garnered that is at times accepted in court - it is just the way it is presented," Adams claimed. "The matter should be left to the courts to decide."

Adams argues that both political parties are guilty of associating with criminal elements in the garrison communities to preserve and protect their so-called popularity. <span style="font-weight: bold">"You will never see the day that the politicians move to dismantle them," he declared.</span>

"When I was kicked out of the system, one politician declared that it was a victory for his party, not the country, but his party," Adams emphasised. "I was made ineffective by the pressure of politicians."

Adams charges that politicians have persons in the garrison system to maintain their power, while on the outside, they use others to sabotage the governance process.

"This is where this country has sunk to," he lamented. "No government will survive because of sabotage and counter-sabotage," he declared.

"If they don't reverse this blueprint, this is just a little bit of what could happen in the future," the outspoken former crime fighter warned.

McCalla-Sobers said her position remains the same no matter who is affected - whether it is a powerful don or a powerful nation, a youth on the corner, or an impoverished community.

"If people are to exercise faith in the authorities, then due process must be observed," she argued. "This is a principle that is probably the most dispensable in garrison-type governments, where the don has no reason to trust the formal systems."

McCalla-Sobers contends that the decisions of the don are made according to the interpretation of his laws, are based on his interests, with his decisions being final.

"It may not be too late to have a judge hear this case, weigh the evidence, and decide whether or not to extradite based on the merits of the case.

"My concern is that any action that is less transparent will fuel scepticism and further entrench garrison politics," McCalla-Sobers added.

Robinson, who served as the MP for South Central St Catherine between 1993 and 1995, agrees.

"I believe that every politician at some point must decide how they wish to be remembered. In doing this, they can't simply think about the present, but the past and the future as well," she stressed.

Robinson pointed out that the prime minister, at one point in his life, had some Jamaicans believing that he had turned his back on garrison politics.

"Some Jamaicans were hopeful that with a change in outlook, he had literally asked us to forgive him for the life he once led," she said.

However, Robinson said when the opportunity surfaced for Golding to be elected MP for West Kingston and leader of the JLP, he reneged on the promise he had given to the Jamaican people.

"Bruce Golding must at this point in time tell the Jamaican people whether he had fooled some of Jamaica that he had changed his outlook," asserted Robinson.

"It is a lesson for all politicians not to start what you can't finish, and to remember that there are consequences for their actions."

This geezer has got to be the biggest hypocrite in Jamaica,was justice done or seen to be done when he went around jamaica with his rampaging marauders murdering suspects...?

Did HE make the situation easier by becoming judge and jury and murdering innocent people as well as suspects in his strutting around as a "crime fighter"..?

Nationals want early end to extradition fuss

NEW YORK, USA — Fearing a major fallout in the relationship between their home country and the United States of America (USA), Jamaican nationals here are demanding a quick resolution to the impasse over the extradition request for reputed Tivoli Gardens don, Christopher "Dudus" Cooke.

Fears of a potential major fall out have heightened among Jamaicans in the Diaspora since last Monday's report by the US State Department which criticised Jamaica's handling of the request and the subsequent response by Prime Minister Bruce Golding, who openly defended Coke's rights in Parliament.

Interviews conducted by the Observer here revealed a real sense of frustration and deep desire for a resolution of the matter.

"It's been going on for too long. They should settle it before it is too late," said Leon Saunderson, a bus driver.

Saunderson is fearful that the United States might impose some level of sanctions against Jamaica as a way to force an end to the matter.

Dionne McKoy, a Massachusetts-based healthcare provider argued that: "it will be better for all if this thing is settled soon."

McKoy said that she was fearful that there could be "more serious consequences," for her homeland, should Jamaican authorities fail to resolve the extradition request soon.

Describing the present impasse as holding serious concerns for the future of US, Jamaica relations, Patrick Beckford, who heads the Diaspora board for the North East United States, said that he worries that his country of birth could be designated a rouge state.

"Should this happen we could lose valuable economic and other support," he said noting that his office had been receiving numerous telephone calls, many of themy from Jamaicans in law enforcement here, expressing concern about the matter.

He argued that the Jamaican Government should allow the Courts there to determine or interpret what the Prime Minister refers to as the illegal means used by United States authorities to obtain the information it used in its extradition request.

But not everyone here views the current impasse, as holding dire consequences for the future.

Florida-based attorney Marlon Hill said that he does not think "Jamaica will be punished severely by the US, over the extradition issue."

Hill concedes, however, that "a quick resolution of the matter would be in the best interest of both countries."

He said that he was more concerned about the criticism contained in the State Department's report about failed efforts on the part of the Jamaican Legislature, to complete several pieces of Crime Bill legislation which have been stalled in Jamaica's Parliament.

The Jamaican Attorney urged resolution on those bills as a matter of priority.

Still Basil Grant, a warehouse clerk, like most of his countrymen here, is worried about a serious strain in relationships between the US and his native land.

"A solution must be found soon," he said.
