South-East St Ann - A case study in PNP leadership indifference

The first time I met Seymour Mullings I was immediately drawn to the man. It was a late evening some time in 1999 and I was attending an after-funeral gathering in Clapham, a deep rural community in the constituency of South-East St Ann where he had been the MP for ages.

It had rained that evening and the red dirt of Clapham was on everything. To get to where the gathering was being held, one had to drive on a narrow strip of a very rocky, winding road then take a grass-and-dirt ride up a hill until the path narrowed even more. All of this in the dark of night, yet 'Foggy' Mullings, MP and Cabinet minister was there.

Someone at the party who had carried an electronic keyboard had left it on a chair and seeing it, I turned to Mr Mullings and, while pointing to it said, "Mr Minister, why don't you give us a song?" He was reluctant at first, but because the man had been playing the ivories all his life and I had never personally heard him, I gently implored him to play the instrument.
As he sat with it on his legs, he asked, "What do you want to hear?" If my memory serves me well, I believe I asked him to play either Misty or Stardust.

The minister went to town that night, giving me and the others who were spellbound by his artistry more than we asked for. If I didn't say thanks to him then (I must have) let me say to senior statesman and stalwart of the PNP, Seymour Mullings, "You made a little Rockfort-born, Clapham-bred boy a lot happier that day. You are a good man."

Mullings went to South-East St Ann in 1969 as the replacement for Dr Ivan Lloyd, and after repeated wins for the PNP in the constituency, left on his own steam, in 2001. He was replaced by Aloun Assamba, who won as expected in 2002. Appointed by then prime minister PJ Patterson as minister of tourism and with reports of her attention to key areas in tourism more positive than poor, one would have thought that she would have continued in her dual role as representative of the people and a full minister of government.

But something seemed to have happened in late 2006 to put an end to the dream. In October 2006, Assamba was presented with her PNP letter of confirmation as candidate for the constituency, a necessary formality in party politics. Then there were rumblings in the PNP machinery on the ground in the constituency and open street demonstrations against her candidacy.

Reports suggest that she was summoned by the party in early November. Probably in an effort to pre-empt PNP party central's intention to can her, Assamba resigned as MP that same month. Her resignation was accepted without even a hitch or a contradiction.

Then, some, including myself, began to receive various reports that she was systemically hounded out of the constituency by Denzil 'Wizzy' McDonald, effectively the point man for the PNP in South-East St Ann. What is the real story?

Was Assamba the cold, 'stushie' type of politician who considered herself better than the people she was supposed to be representing? Was she just a misunderstood woman who failed in her ability to 'read' the tenor of intelligent rural folk or did she command the love and respect of the constituents but resigned for reasons best known to herself?

Was Minister Assamba the author of her own political demise in the constituency or was she impelled to quit? The epilogue to her stay in the constituency came, yet the story was not even written. What is the truth?
More importantly, was she, as some believed then, overthrown and forced to bolt by fellow comrade 'Wizzy' McDonald for his own selfish political reasons?

Who is 'Wizzy' and how did he rise to become the power broker in South-East St Ann? Why is it that as we speak and even as the rumour mill churns out stories of deals being cut and uncut, endorsement on the ground for Wizzy's wife, Sheree Brown-McDonald, seems to have taken on a life of its own?

Why is it that in the PNP's safest non-garrison seat, PNP party central can neither summon the will nor the energy to solve the problem of representation in South-East St Ann? Given the overall poor quality of MP representation islandwide, one may conclude that the people in the constituency are no worse off without an MP. But this country is still a parliamentary democracy and it is the people's entitlement under those arrangements to have representation.
Again, who is 'Wizzy?' This is his story.

<u>Meeting and talking with Wizzy</u>

After writing two columns which were unflattering to him, I figured that he had some choices, some easier to deal with than others. Where I had referred to his assumed action in South-East St Ann as 'thug-like', he could take out suit against me. Second, he could write a letter to the editor, present his side and demand my retraction, without condition. Third, he could fume, shout and cuss me behind my back, then cool down and go ahead with his life.

Deepak Chopra begins one of his books with a short sentence, 'Life is hard'. Grown persons, rich and poor, come to realise that quite soon. Poverty insulates no one from the pain of the wealthy nor does wealth guarantee that rich people will enjoy the simple joys and pleasures of the poor.

Wizzy is very obviously a rich man, but if one is looking to see his riches in his clothing or his demeanour, the search would be futile. Second, he is not physically a big man. Third, he chooses his words very carefully and, in my company, whenever we ate, he said prayers, something I hardly ever do.

We met twice, first at Indies Pub in New Kingston last Thursday and second, last Wednesday at the Rib Kage Bar and Grill on Constant Spring Road where a well-known, Kingston-based PNP activist just conveniently happened to pass through and stopped by our table for a few minutes. My alarm bells went off.

'Wizzy' reminds me that he met me three years ago at the Air Jamaica Jazz and Blues Festival. I had been a guest at the most desired sky box there, The Supreme Ventures box, when Prime Minister P J Patterson and a small group of his friends visited. 'Wizzy' was one of them and he had come across and introduced himself.

One sensed that he had a need to tell his side of the story. I listened, not only because he had travelled all the way from Ocho Rios to speak with me twice, not so much because he was a 'big man' in South-East St Ann, but for the simple reason that his story, as it unfolded, left me feeling sympathetic for his cause, even as I tried to maintain a level head and not get too caught up in the sentiment of the moment.

<u>Poverty and pain, then redemption</u>

Forty-two year-old Denzil McDonald was just four years old when Seymour Mullings began to represent the people of South-East St Ann in 1969. As the second of nine children for his mother, Wizzy was born in Woodstock in a time when poverty was pretty much the norm.

"All of the time that I was growing up in Woodstock and Rural Retreat and attending school, whenever I heard some of the other kids talking about their father, my greatest dream was to receive a letter from my father, even if he didn't want to see me," said Wizzy.
Many years later, at age 26, when he was on the way to becoming a self-made man, he was passing through Claremont when someone said to him, "Si yu father dey!" At that time, the surprise came upon him that he really didn't want to know him then.

"When I was six years old I told some friends that my stepfather had two bags of weed hidden under the cellar. It was just something that any child would do, but it reached back to him and he decided that I couldn't stay."
Young Wizzy was then shipped off to live with a grand uncle. "I spent about a year living with him.

Hunger was the norm. In the one-bedroom house where we lived sometimes a tin of milk would last in the household for weeks. Then I was shipped off again to live with a man who my father grew up with. I can remember crying all the way to this man's house."
Although the young boy was still very much unhappy, life was better for him. He remained with that man until he was 11 years old. When the man's daughter died and his grandchildren were forced to come and live with him, the situation changed.

"I became the Cinderella of the household as the economic pressure on the household increased. I fought a lot as the hunger returned. I had sugar cane for breakfast, cane for lunch and cane for dinner. Then one day the man packed my bags again and returned me to my mother."

On the move again, the growing boy soon realised that his stepfather still didn't like him. He said the man was a womaniser and was hardly ever at home. "He told my mother that I couldn't stay. I had to leave the back door open all night so just in case he returned, I could slip out and either sleep under a tree or, if it was raining, under the cellar where I shared space with the dogs," said Wizzy.

The man died soon after, and his family descended on his possessions like vultures. His mother and brothers and sisters were left poor, penniless and hungry and it came to Wizzy, who had just began to attend Ferncourt High, that he had to become the breadwinner. On Fridays he travelled about eight miles to the bushes where, like most rural boys, he had planted out a field of yams and vegetables. "In-between trying to live off sweetened hot water, when the hunger coursed through me, it gave me massive headaches."

They were poor and hungry, but living on six acres of arable land. At that time there was a man living nearby who did a fair amount of business supplying the hotels with farm foodstuff. Wizzy, a mere boy, was able to convince the man to enter into a partnership of sorts with him. The man would supply him with seeds and fertiliser and he would do the rest.

"At reaping time we would put it on his truck and head to Ocho Rios. What he didn't sell to the hotels we sold in the tourist resort to locals. All this time I was still attending school. Sometimes we travelled as far as Linstead and Coronation markets. It was very hard and demanding, but as long as I kept the focus on the need to provide for my mother and siblings, I was able to pull through."

He left Ferncourt High in 1983 but remained in farming until 1988. "Towards the end of that time I approached Scotia Bank for a loan, got it and purchased a Lada and a bus and put them on the road. Hustling was what I knew. I eventually purchased two pieces of heavy equipment for which I was able to secure work, from private interests and from the Government."
Success built on success until his stock is what it is today at 11 pieces of very expensive equipment.

<u>The rise and fall of Aloun Assamba</u>

The opening lines to the constituency brochure of Aloun Assamba as MP for South-East St Ann reads like a slap in the face of former MP Seymour Mullings, who served the constituency for 32 years. It begins: 'The constituency of South-East St Ann welcomed their newly elected MP, Hon Aloun N'Doumbet Assamba, in November 2002. She brought to the constituency a sense of openness and transparency, devotion and togetherness.'

No credits to the elder statesman, not even a mention of the man's name.
According to Wizzy, Assamba had his full support and he was prepared to work with her just as long as the people continued to endorse her. Evidence suggests that Assamba was just not cut out for representational politics. The big picture maybe, but that common touch which would be needed at the community level seemed to be always eluding her.

"The fact is that after four years she had reversed all the efforts that Seymour Mullings spent 32 years building up. In a safe PNP seat like South-East St Ann, where people vote on the quality of the representation, by October of 2006, PNP-commissioned polls were showing the JLP caretaker, Peter Fakhourie, having twice the support of Assamba when people were asked which political leader in the constituency would they prefer to see represent them. To my mind, it was that poll which led to her resignation. She knew if she contested it again, the JLP would win the seat."

"People, including you," said Wizzy "had it that I was the disruptive factor, that it was me who was in the forefront of the demonstrations. All I say to you is, go into the constituency and speak to the people. They will tell you Assamba talked down to them and made them feel as if they were less than human."

In the months leading up the PNP internal elections, Wizzy was a supporter of Peter Phillips. "The only time I ever said no to her was when she asked me to come on board her support for Omar Davies. It was I who contacted Peter Bunting. Not recently as you suggest, but as far back as November last year. Bunting told me that South-East St Ann was his dream constituency.

The people were, however, adamant that they wanted no imports into the constituency and were constantly telling the media which visited that if PNP party central imposed anyone from outside on them, they would vote for the JLP, whose candidate is a home-grown man."
Wizzy makes it clear to me that "I love my prime minister. I have profound love for her, but in this matter the people of South-East St Ann must take precedence".

Said one constituent to me recently, "You have written to say you grew up in Clapham. You ought to know that Clapham was the bastion of PNP strength. In Mullings' days you could count the JLP votes in Clapham on the fingers of one hand. I have a surprise for you. In the four years that Assamba had it, Clapham has become a JLP stronghold."

<u>Support for Sheree Brown-McDonald</u>

On the Sheree Brown-McDonald brochure titled, 'Presenting our Candidate for South-East St Ann', the candidate speaks of her vision for the constituency. One part of it states, "I am confident that building on the foundations laid, particularly by comrades Ivan Lloyd and Seymour Mullings we will make this vision a reality."
Certain factions in the PNP have been doling out bits and pieces of 'information' that Wizzy is allowing his wife to front for him in trying to secure the endorsement for candidacy of the constituency. "Mark, you may find this hard to believe, but when she told me that she wanted to try for the post I was her strongest opponent to the idea."

They have also been saying that Wizzy is involved in the ganja export business. "What would I be doing being specially honoured by the Ferncourt High board for contribution to the school and excellence in business if I was in drugs?" he asked. "Why would I be walking around with Prime Minister Patterson if I was in drugs? At the media party in 2005, the Gleaner carried a picture of me, PJ Patterson and Commissioner Lucius Thomas all together. If I was involved in the illicit drug trade, would persons of that calibre associate with me?"

In line with this, he allows me to see a copy of a letter which his lawyers wrote to the commisioner of police where, among other things being sought, was the specific: "Request a definitive dossier on his record which he can publicise in order to arrest the overwhelming, unfounded conjecture which began and is continuing as part of public discourse."
Wizzy tells me that a poll done recently by the PNP to determine the people's choice among likely PNP candidates on the ground showed Sheree coming out ahead with 38 per cent support. Many other persons put together accounted for the rest. "No other person had anything near the support she had."

Although I have heard conflicting reports of deals being cut, Wizzy remains adamant that he will continue to support her efforts just as long as the people of South-East St Ann desire it.
More importantly, Sheree Brown-McDonald has the full endorsement of senior statesman Seymour Mullings and three councillors - Lidia Richards, Vinette Robb and Lloyd Garrick. What then, is the problem?
Said Mullings, "I have every confidence that at this time she is the person best equipped to represent South-East St Ann in Parliament."
What then is the problem? Is it infighting at PNP party central?

I don't know what manley said.i don't know if he said anything about no place for millionaires,but I knew,is that it was the miseducated middleclass,who always think that they are upper class, that ran,and when the reality of racism meet them,the majority slither back.
In light of the middleclass that always think that they are the jones,while the are usually 2 paychecks from the poor.

Despite her pandering to the poor, Prime Minister Portia Simpson Miller's People's National Party (PNP) has its strongest electoral support among the middle class, according to a recent Gleaner-commissioned poll.

The survey, conducted by pollster Bill Johnson among 1,008 residents of Jamaica in early May, found that of the 34 per cent of persons who said they would vote for the PNP, 41 per cent were grouped in the lower middle class.

A further 30 per cent of persons in the upper middle class said they would vote for the PNP. The ruling party doubles the size of electoral support that the Jamaica Labour Party (JLP) has among the lower middle class, while leading the Opposition party by two points in electoral support among the upper class. The poll has a margin of error of plus or minus three per cent.

The coalescing of the middle class around the PNP is not surprising, based on the fact that the party was founded by intellectuals, with its founding president, Norman Manley, being a lawyer.

However, the PNP's current standing among the middle class represents a decrease compared to earlier times, according to former JLP Leader and Prime Minister, Edward Seaga.

Now a distinguished fellow at the University of the West Indies, Seaga said during the ideological turmoil of the 1970s, under the Michael Manley administration, significant sections of the middle class deserted the democratic socialist inclination of the PNP for the pro-free-market JLP.

"In the beginning, the JLP had no middle-class support. The party used to lose the northern St. Andrew seats," Seaga told The Sunday Gleaner. "The big shift occurred since the 1970s, when the JLP took away the (dominant) upper middle class support from the PNP."

Violent election campaign

Seaga wrenched power from Manley in 1980 after a violent election campaign. The period resulted in the so-called brain drain, when thousands of people from the country's professional and business classes migrated mainly to North America.

Writing in 1974 (Electoral Behavior ad Public Opinion in Jamaica), the late Professor Carl Stone posited that while the PNP leadership had no intention of alienating its "middle- and upper-class supports and allies, its populist style of mass mobilisation created confusion, uncertainty and anxieties after its election victory (in 1972)".

The end result for the JLP is the 28 per cent support the party enjoys from the upper middle class, and 21 per cent from the lower middle class, as captured in Johnson's recent poll findings.

However, the PNP, which holds 34 seats in the House of Represen tatives, can point to its electoral dominance in middle-class com munities spread across St. Catherine, as well as a concentration in other parishes such as St. Mary, Portland, Westmoreland and Manchester.

Geographical concentration

Although fewer in numbers than the lower classes - working and peasant - the middle class usually occupies a concentrated geogra-phical area, Seaga noted. Hence, it is able to influence the electoral complexion of constituencies.

For example, he pointed out that the entire northern section of the Corporate Area, occupied mainly by upper- and middle-class electors, is represented by JLP Members of Parliament.

The area includes the constituencies of St. Andrew North Central, St. Andrew North Eastern and St. Andrew North Western.

Regarding support from the upper classes, the JLP, with 39 per cent, has turned the tables on the PNP at 21 per cent - the converse of the lower-middle-class support for the parties.

Seaga argued that the upper class does not have much voting strength because it is small in size.

However, as noted by Stone, much of the influence of the ruling class "rests on a residual veto power which the business sector enjoys over party governments whose economic policies require close collaboration, cooperation and support from the dominant sectors in manufacturing, agri-culture and commerce."

Huge lower classes

The ding-dong battle is over the numerically huge lower classes.

Johnson's May poll has the parties almost tied (JLP 31 per cent to PNP 30 per cent) in support from the lower socioeconomic groupings.

It is expected that much of the parties' campaigning and election-eering will be targeted at electors in the lower classes.

Simpson Miller fancies herself as champion of the poor and, in fact, Johnson's poll findings have identified the PNP as being seen as caring more for the poor than the JLP. These views, no doubt, have been influenced by the slate of populist programmes, such as low-income housing, small-business finance, and health subsidies, announced by the Prime Minister.

But Seaga claimed that "the JLP has majority support in most major urban areas." He listed the Corporate Area, Spanish Town, Old Harbour, May Pen, Montego Bay, Ocho Rios, and Mandeville.

"The PNP is stronger in the wider Mandeville, but the JLP has strong support in the township," Seaga explained.

High voter apathy

The extent of the influence of the lower classes on policy formulation is in dispute.

Commenting on the fate of the lower classes after the advent of Manley's 'Power to the People' administration in 1972, Stone noted: "The mass of the population will face the same basic issues of material dispossession in subsequent and future elections, which will continue the electoral manipulation of the masses by party elites who cannot deliver massive changes in welfare levels."

Overall, voter apathy is high, hovering around 40 per cent, which means the political parties have a lot of work on their hands to convince the electorate of their policy and programmes.

This task will be made difficult in light of the fact that only 34 per cent of the public say they read the parties' political manifestos.

Voter apathy is highest among the upper classes which makes them less reliable as suppliers of votes.

Johnson found that 42 per cent of respondents in the upper-middle-class were either undecided about which party to vote for, refused to respond or said they would not vote. The corresponding figure in the upper class is 40 per cent.

At 38 per cent, the lower-middle-class has demonstrated the lowest, though significant, level of voter apathy. Is this where the electoral battle will be decided?

Well if you don't know, you just don't know.
Fortunately I know and not only was his words mere political rhetoric is was carried out.
All the Chinese Shops in our area were over ran by goons. All the white Jamaicans in our area that owned or business had to leave.
Many Jamaicans white, rich, light, poor and middle class had to leave Jamaica.
So you and your cohorts are still continuing the fight against other Jamaicans on the simplest of pretexts.

As to this current debacle, this is an internal PNP Party matter and in no way shape or form caused by the rest of Jamaicans, white, light, mis-guided, mis-educated, educated, middle class or low class.
You are talking a bag of nonsense, the only problem is you are not alone I am 99% sure you have many supporters.
Keep on setting up Jamaicans against each other and then talk about peace, love and unity.

All the Chinese Shops in our area were over ran by goons. All the white Jamaicans in our area that owned or business had to leave.
Many Jamaicans white, rich, light, poor and middle class had to leave Jamaica.

As to this current debacle, this is an internal PNP Party matter and in no way shape or form caused by the rest of Jamaicans, white, light, mis-guided, mis-educated, educated, middle class or low class.

Yes that was the chinese riots. We had 2 race riots,when they destroyed the chinese shops and the JOS busses during the JLP administration.
Yes nobody talks about it,because they want the world to believe that it never happened. you probably believe that too. well i know otherwise.
i am not saying that some chinese did not run to Miami,during the Manley regime,but the majority of their retail business were destroyed during the JLP administration that preceded the manley regime.

You are lying...I lived in Jamaica and our area was known for the most Chinese Stores in one location in Jamaica.
All started to disappear when Menlie came to power in 1972 under the brutal regime of poor peple time now and later Socialist Time Now.

Why is it that the JLP always say " will be no peace without justice" yet as soon as black Jamaicans demand Justice, there is the hew and cry about the black people don't want peace??
As long as the masses are the ones that are being shafted,the refrain is alwasy peace,but as soon as the plantoicrats see any moivement towards justice for the majority the call out for peace.
I mean th ecountry is almost drowning in injustice agains the majority and any attempt at change in the status quo that brings this on, is met with change government is enough.
I say a change of government is like swapping one poison for another.
as long as the plantocrats keep excluding the majority from the ownership of the economic pie,other than as servants to them. The cost of crime controll will surpass the profitabillity of their business.

I think the after effects of the Black Power movement of the 60s in the USA had some negative influence on minorities in that time in Jamaica, that Dr. Dudd may be referring to.
