It has been in the News, but what puzzles I is the Media acting as if it was a new thing when some parts of the media had already commented on it when it was in its nascent stages. What more they failed to monitor the handing over of these bulbs and accepted everything that the then GOJ told them, lock, stock and barrel.

My thinking is, (knowing how the ComRaids work, this was a premeditated plan to eat a big food.

Embattled former State Minister Kern Spencer has broken his silence on allegations surrounding the Cuban Light Bulb Programme.

In an interview with RJR News Tuesday night, Mr. Spencer publicly commented for the first time on claims by the Government of financial breaches involving the project.

According to Mr. Spencer, several misleading statements have been made regarding the distribution of the light bulbs.

The former Junior Minister says he will clear his name in due course.

Commenting on Tuesday's incident in which he broke down in tears, while Parliament was discussing the project, Mr. Spencer said he became emotional as he was unable to defend himself.

"I really wanted an opportunity to correct some of the inadequacies I heard coming forward and I was advised not to in light of the investigation taking place. I became real emotional because I could not just sit there and hear a number of inaccuracies coming out and I wanted an opportunity to put a number of facts on the table and I was prevented from doing so'" he said.

He added that, "I really cannot wait for the opportunity when I will be able to speak fulsome about the situation on the ground as there are a number of inaccuracies going around."

Mr. Spencer and former Energy Minister Phillip Paulwell Tuesday presented a report to Opposition Leader Portia Simpson-Miller on activities regarding to the programme since its implementation.

<span style='font-size: 14pt'>In the meantime, PNP President Portia Simpson-Miller has requested another report on the deepening controversy surrounding the Cuban Light Bulb Project.</span>

The report is expected to come from the six member team which has been set up to review the documents submitted by former Ministers Phillip Paulwell and Kern Spencer.

The team was established Tuesday during a meeting called by Mrs. Simpson-Miller to discuss the bulb distribution project.

PNP General Secretary Donald Buchanan told our news centre Tuesday night that the team has until the end of the week to present a report.

Energy Minister Clive Mullings Tuesday told Parliament that the Fraud Squad had been called in to probe alleged irregularities in the Cuban light bulb distribution programme.

The House was told of duplicate payments amounting to millions of dollars.

The matter has also been referred to the Director of Public Prosecutions.

Meanwhile, a senior official of the People's National Party is accusing the Bruce Golding administration of engaging in a political witch hunt since taking office nearly two months ago.

And PNP Vice-President Angella Brown-Burke did not mince words Tuesday as she gave her personal impression of some of the activities of the Government.

Mrs. Brown-Burke was commenting on the allegations made by the Government regarding the Cuban Light Bulb Project.

"I certainly believe form what I have seen and heard, those officially and unofficially that there is some level of a vendetta there. Again I say that a government has a responsibility to make sure that public purse is protected and anything in that regard must be applauded and encouraged. I have difficulty in that, but I really believe though, that there is a little bit of a vendetta in this," she said.

The Cuban Bulbera were merely props used to stage the heist. It is an old trick used by Menlie all through his regime. They overstand that Jamaica and Cuba have a strong bond and with Elections coming up and the PNP needing to fund the Big Dance one of the vehicles they used was Bulbie and the Cubans.

RJR News understands that former Energy Minister, Phillip Paulwell, has distanced himself from the alleged financial irregularities which have marred the Cuban light bulb distribution programme.

It is understood that Mr. Paulwell, in his report which was forwarded to Opposition Leader Portia Simpson Miller earlier this week, dissociated himself from the day to day handling of the programme.

Even as Kern Spencer firmly denies any wrongdoing, his former senior Minister is as strenuous in his denial of any involvement in the light bulb distribution programme.

Mr. Paulwell is reportedly maintaining that he had left the programme entirely in the hands of his former junior Minister.

Sources say the documents have so far failed to link Mr. Paulwell to the alleged irregularities.

Mr. Paulwell has in the past found himself embroiled in other messy arrangements.

He reportedly told colleagues that he had not received much information on that aspect of his former portfolio.

It is within this context that his report was reportedly less detailed than Mr. Spencer's.

The reaction in the People's National Party (PNP) continues to be mixed.

This is because Members of Parliament and former Parliamentarians continue to ask about funds which they had contributed to have the light bulbs distributed in their constituencies.

The total amount paid by MPs from both sides of the divide is still to be ascertained as the focus is on the $114 million which had been paid by the Government.

For her part, Mrs. Simpson Miller is reportedly keeping an open mind and is awaiting the report from the six member committee established to review the reports which was submitted by the two men.

On Tuesday, Mr. Spencer wept as Energy Minister Clive Mullings gave details of the alleged irregularities.

The Minister said the matter would be referred to the Fraud Squad and the Director of Public Prosecutions.

Cuban light bulb reports baffles committee members

As the controversy in the Cuban Light Bulb Distribution programme continues to swirl, new information has emerged that the PNP committee reviewing the reports of two former Ministers have found them to be lacking. Both the committee and the Parliamentary group will again be meeting on Friday. However, it appears unlikely that their work will be completed by then.

It is understood that the two reports have left committee members baffled.

PNP sources say the reports have been found to be in need of supporting information.

This has made it difficult to ascertain their accuracy.

<span style='font-size: 14pt'>Opposition Spokesperson on information, Lisa Hanna, a member of the committee examining the report, says the mood in the party is one of urgency.

"The mood right now in the PNP is one of urgency I mean everyone wants to get to the bottom of this issue and certainly report to the public an certainly our supporters what happened. Even though there is urgency to report, those of us who are looking at also realize you have to very cautious and meticulous in your data gathering and in your reporting. So it is not a matter of just a speedy delivery, it is a matter of dotting your I's and crossing your t's," she said.

Miss Hanna said the party is anxiously awaiting the verdict of the Contractor General and Auditor General.
"There has been a series of reports, I think we also would just like to see the Contractor General's Office deal with it appropriately and not keep having the investigation rehashed in Parliament like a Kangaroo court," she said.</span>

Former State Minister Kern Spencer has denied any wrong-doing while former Minister Phillip Paulwell has distanced himself from the entire episode which has attracted allegations of financial impropriety.
