Actually, what I'm REALLY saying is written below in the above post.

This case really peaks my interest because I know of several people who have done this. Used someone else's name/papers to gain entry, etc.

Am just wondering if this fellow may have done the same thing & it's now come bk to bite him ...?

Ok. But how was it decided that he should be deported to Jamaica? Even if the US can not not establish his country of origin how can they just send him to jamaica? Why would Jamaica accept him?

The Us Virgin Island many locals have no birth certificate. Just as a lot of blacks in the US does not have one. This is due partially to inadequate informstion given to parents as to the need to register their child in the town of their residence.
They assume that the hispital record is enough.
What they usually use in the US is the School photo,that is kept on record. OOf the Jamaicam police want to settle this they may have to send an investigator to the USVI to enquire of his parents and of the fanily members that can vopuch for his authentitity as a citizen.

I think that ICE / the US government has a duty to send people to the right country. Why should Jamaica take deportees from some where else?

Simply because he could not otherwise be deported. They can't deport him to USVI,he is an American citizen. So send him somwhere where they cant afford to investigate and coinfirm his nationality.
They knoow what they were doing. He had prints on th efiles in his criminal record.
They use that strategy to get rid of their undesirables,while blaming it in the consulate if they ever find out.
I wonder why they did not gove him some of the 'crazy potion' so he would not be lucid enough to explain about his natianality.
Oh the potion omly last for so long. as soon as it wears off he is already at his destination.

You are talking nonsense, how many of these cases you know of?
They can only work with the documents they have. I admit they will more err on the side of you not being a USA Citizen and if you are black and speak English reasonably well it is likely that they will accept that you are Jamaican.

In the end it comes down to what paperwork they have to work with.
There are more persons stuck in Immigration Stateless than are deported to wrong country.

Do you know that he had any document in his positiion. What I will wager is that he had fingerprints and an history of mug shots on record,and surely the federalk government has the abillity to trace his identity fromm these prints. Since they laim that they dpn't trust documants,why did they mnot rely on his criminal antecedebts for prints and mugshots?

I want to ask you a question or two Doc?

I assume that you are a Citizen of the USA or @ least a Taxpayer since you reside here inn the States?

Tell me how much of your tax dollars are you willing to hand over to the Feds for use in establishing a potential deportee ID?

How much of your tax dollars are you willing to dole out to the Feds to service 12 million deportees?
One assumes that precedent would apply if you do it for one then you have to do it for all right?

The other point I would like to make, what mileage would ICE gain if they deliberately and consistently send the wrong Nationals back to various Jurisdictions?
The more sane course is to depend on the individual themselves to provide the first instance of any ID. Secondly deportees almost exclusively moved through a State Penal System where some form of ID would have been established prior to reaching ICE, thus ICE is not all thing been equal having to use extraordinary methods to determine the ID of the potential deportee.
