KINGSTON, Jamaica -- The Office of the Prime Minister (OPM) on Friday sought to clarify any misinformation surrounding the drafting of the Terms of Reference (TOR) for the Commission of Enquiry into events in Western Kingston in May 2010, saying the Government took great care to be "inclusive and consultative".
