JAMAICA observer online readers have reacted angrily to a report yesterday that former members of the Island Special Constabulary Force have been forced to use their own money to replace the blue seams on their uniforms and hats with red ones. In the article, Police Commissioner Owen Ellington assured that the money will be reimbursed with a one-off payment of between $1,500 and $1,700.
