KINGSTON, Jamaica -- Jamaica Labour Party (JLP) Councillor for the Chancery Hall division of the Kingston and St Andrew Corporation Council (KSAC), Duane Smith, has criticised the Council and the Ministry of Local Government, for failing to install street lights in the Perkins Boulevard/Queen Hill area of his division where a male jogger was allegedly raped by thugs recently.
