Golding: Time to resolve outstanding issues on constitutional reform

FORMER Prime Minister Bruce Golding says that the matter of constitutional reform has been lingering in the House of Parliament for much too long, and he is urging both the Government and Opposition to reach common ground on the sticking issues that have delayed the process for the past two decades.
