After just over a decade, Parliament yesterday passed the Disabilities Bill. But even as the members sought to take credit for the legislation, the cruel irony of the State’s neglect of the disabled was evident when the majority of Jamaicans with physical challenges who went to Gordon House to watch the debate were unable to enter the building.
