KINGSTON, Jamaica -- The Jamaica Civil Aviation Authority (JCAA) says that the decision to delegate investigative responsibility into the crash of a small aircraft, just off the cost of Portland, to the United States National Transport Safety Board (NTSB), was because the majority of what took place occurred in US airspace.
