KINGSTON, Jamaica — The Supreme Court on Monday granted leave to a group of bus and taxi operators to challenge the constitutionality of a decision to commandeer a section of the Mandela Highway for the use of Jamaica Urban Transit Company (JUTC) buses within certain times of the day.
