I recently acquired a property that is close to a gully. To my understanding, my property boundary stops about 15 feet from the gully bank. For security reasons, I want to build my wall right on the gully bank as I hear that thieves often use it to access persons' homes along the stretch. Can I do this and not breach or encroach?
