ROSEAU, Dominica (CMC) - The observer mission of the Organisation of American States (OAS/EOM) yesterday said that Monday's general election in Dominica in which Prime Minister Roosevelt Skerrit was returned to power for a third consecutive term was free and fair, even as it expressed concerns over some aspects of the electoral system.
