KINGSTON, Jamaica – Commissioner of Police, Dr Carl Williams in his New Year message to the men and women of the Jamaica Constabulary Force (JCF) challenged them to do everything possible to protect human lives, and by so doing, to exercise restraint during violent encounters with armed criminals to the greatest extent possible.
