Superintendent Wayne Cameron, who is in charge of Portland, presents the winning trophy for the Portland Police High Schools Debate competition to Ricardo Allen of Titchfield High, while his team mates Christina Williams and Dwonique Passley share the proud moment following their victory over Happy Grove High School in the finals.
