A directive by the Office of Utilities Regulation (OUR) for the Jamaica Public service to refund customers just under $1 billion has been greeted with glee and skepticism by Jamaica Observer online readers. On Tuesday, the OUR said that the money, totalling $973,373 million, was for foreign exchange adjustments that were made to customers' bills without consultation. The regulatory gave the light and power six months within which it must refund customers. Here are some edited comments:
