KINGSTON, Jamaica – Former Commissioner of Police Owen Ellington on Thursday rejected a suggestion that people in Tivoli Gardens were killed after the community was secured. The suggestion was made by Lord Anthony Gifford, QC, who is representing the Office of the Public Defender.
