$20 billion owed to NWC said hampering expansion of water supply systems

GUTTERS, St James — State Minister in the Ministry of Water, Land, Environment and Climate Change Ian Hayles describes the close to $20 billion in outstanding payments owed to the National Water Commission (NWC) as an obstacle which denies the ministry well-needed revenue to set up additional water supply systems across the island.
