KINGSTON, Jamaica -- Opposition spokesman on foreign affairs and foreign trade, Edmund Bartlett, has attributed the confusion over the provision of a passport for Jamaican airline pilot Paul Stephens to return home, to a disconnect between the embassy in Kuwait and the Ministry of Foreign Affairs and Foreign Trade in Kingston.
