Outgoing Permanent Secretary in the Ministry of Education Elaine Foster Allen is greeted by Minister of Education Ronald Thwaites at a function to honour her in St Andrew last week. Foster Allen leaves after three years to take up the post of Permanent Secretary in the Office of the Prime Minister.
