ROSEAU, Dominica (CMC) -- Prime Minister Roosevelt Skerrit said Wednesday that the United Nations Climate Change Conference (COP 21) represents the last opportunity for the global community to reach a lasting and binding agreement on climate change and its effects on developing countries.
