LONDON, England (CMC) – The London-based human rights watchdog, Amnesty International, claims that the Dominican Republic’s bureaucratic legal maze has left thousands of stateless “ghost citizens” of Haitian descent who are unable to work regularly, enrol in high school or even see a doctor.
