FORMER Public Defender Earl Witter yesterday painted a picture of calm in Tivoli Gardens on May 25, 2010 and onwards, prompting a remark from Tivoli Commission Chairman Sir David Simmons that could be read as him having second thoughts about the evidence given by members of the security forces.
