Mortar use was disproportionate and inappropriate, says Senior Counsel
KINGSTON, Jamaica – Senior counsel for the Tivoli Commission, Garth McBean yesterday asked the commissioners to conclude that the Jamaica Defence Force’s use of mortars during the May 2010 Tivoli operation was disproportionate and inappropriate.
