HEAD of the Independent Commission of Investigations (INDECOM) Terrence Williams has noted the steps taken by the Department of Correctional Services (DCS) to mitigate against violent and untimely deaths of inmates, but says he is not satisfied that the police have done enough to protect detainees in lock-ups.
