MONTEGO BAY, St James &mdash; A co-strategist in Israel&rsquo;s Ministry of Health&rsquo;s medical cannabis programme, Boaz Watchtel, is calling on the Andrew Holness-led Administration to move with alacrity to put in a framework for the establishment a medical ganja industry.
