KINGSTON, Jamaica &mdash; Minister of Culture, Gender, Entertainment and Sports, Olivia &ldquo;Babsy&rdquo; Grange, will speak to the House of Representatives today on the call for expunging the police record of national hero Marcus Garvey, and the celebration of Jamaica&rsquo;s success at the recent Summer Olympics.
