KINGSTON, Jamaica &mdash; Minister of Foreign Affairs and Foreign Trade, Senator Kamina Johnson Smith leaves the island today, as she heads Jamaica&rsquo;s delegation to the second Meeting of Foreign Ministers of the Community of Latin American and Caribbean States and the European Union (CELAC-EU) in Santo Domingo, Dominican Republic.
