FAYVAL Williams, minister of state in the Ministry of Finance and the Public Service, said yesterday that the two-notch upgrade to B3 by Moody&rsquo;s Investors Service reflects the rating agency&rsquo;s confidence in the Government&rsquo;s continued fiscal discipline and the strong emphasis on economic growth and job creation.
